From Hillsborough and infected blood to Grenfell and the Post Office scandal, some of Britain’s gravest injustices have been made worse by public institutions failing to acknowledge mistakes, resisting scrutiny and withholding the truth. The new Hillsborough Law seeks to change that culture, introducing new duties of candour and accountability for public authorities and officials.

But legislation alone cannot rebuild trust between citizens and the institutions that serve them. What would it take to create a state that acknowledges failure, listens to those who have been wronged and puts openness and accountability ahead of institutional self-preservation?

This session will consider what some of Britain’s most significant public scandals tell us about the relationship between citizens and the state, and whether the new duty of candour can help create a more open, accountable and trustworthy public sector.
