Marcus joined the Fabian Society in 2025. Prior, he led IPPR North’s regional growth programme, publishing work on good growth, transport and infrastructure, devolution and local government, industrial strategy, wealth inequality and taxation, economic geography, and housing. He is a Labour councillor on Manchester City Council, serving since 2018, and Chair of the city’s Economy and Regeneration Scrutiny Committee, scrutinising issues and policies affecting Manchester’s economy such as housing, transport, skills, and good work.
